Programs run correctly from command line, but fail in rtexec due to invalid license.

Answer:

Check the Defines section of rtexec.pf to be sure ANTELOPE is set to the proper distribution.

Try using "check_license -v" and "rtrun check_license -v" to see what license file is being used.
